Breaking the cycle of youth marginalization and vulnerability in rural communities in Cambodia

Phase 1៖ Memerendum of Understanding between POE, DOE including four target communes such as Pean Rong commune, Prey Klar commune, Chrey Commune and Por Peas commune in Svay Anthor District Prey Veng Province. Before signing this MOU we have been merit organized and extremely verify all the meaning already stated inside MOU in order to prevent incidentally cases happened. The entirely meaning inside the MOU stated about the roles and responsibilities of stakeholder basally for commitment to practice and the sustainability of Community Learning Center.

“Breaking the cycle of youth marginalization and vulnerability in rural communities in Cambodia” particularly, 4 communes in Svay Anthor District, Svay Rieng province funded by European Union.

The concept of Non-formal education come to Cambodia in 1990, when an initiative to develop community learning center (CLC) emerged, CLC is a platform for enabling activities of continuous education program, which many counties in Asia and Pasific are undertaking to develop human resources, reduce poverty and promote lite-long learning.(Manual for Management of Community Learning Center, 2014).

Literacy rate; youth at the age of 15-24 years old in Cambodia was reported at 87.47% in 2008, according to the World Bank. Youth literacy rate is the percentage of people ages 15-24 that can understand, read and write a short, simple statement on their everyday life.

ACTED (lead agency) and KYA (co-applicant) to jointly implement the project entitled “Breaking the cycle of youth marginalization and vulnerability in rural communities in Cambodia” (Reference: DCI-NSAPVD/2014/347-440) which aims at promoting, facilitating and supporting Non-State Actors and Local Authorities\\\\\\\\\' contribution to the Cambodia National Strategic Development Plan, the Cambodian Millennium Development Goals and the National Programme for Sub-National Democratic Development.

The specific objective of the project is to strengthen the capacity of Non State Actors to establish model Community Learning Centre to provide systematic skills training to educationally disadvantaged youth and integrate this service delivery model into national systems.

At the end of this project by December 2017, 4 CLC(s) will be established; 1680 children at the age of 10-14 years old get literacy and soft-skill;2025 youth at the age of 14-25 years old will get TVET and soft-skill;Graduated TVET’s students get job within 6 months

The phases of this project KYA and ACTED has completed own mission of selecting 4 Communes in Svay Antor District, Prey Veng Province to set up CLC (Community Learning Center) on May 21, 2015.
